The service is currently limited to subscribers of Snapchat Plus, which costs $4 a month, but the company plans to make the new feature available to all its users in the future, according to their announcement, whether paid or not. No, through it. Does not provide time table.
If you're a Snapchat Plus subscriber and want to use Snapchat on your computer, here's how.

To use Snapchat for Web on your computer, go to web.snapchat.com in Chrome or Edge, and then sign in with your Snapchat account. Unfortunately, you can't access Snapchat for the web in any other web browser, such as Safari or Firefox.
After logging in, you'll be able to send messages and make video and voice calls from your computer. Popular features like Chat Reactions and Chat Reply are also accessible, while Lenses will be introduced soon.
